How the rate is built

What New York actually charges

  • Publication 718 lists the state rate on its own as 4%, then gives the combined rate for every county and city in the state.
  • That combined figure is what people actually pay, and it runs to 8%, 8⅜% and 8⅞% depending on the jurisdiction. New York City is 8⅞%.
  • Some of those rates carry a transit charge: the publication marks the jurisdictions whose rate "include[s] 3/8% imposed for the benefit of the Metropolitan Commuter Transportation District".
  • The MCTD covers New York City and the surrounding commuter counties, so the ⅜% is a regional add-on rather than a city one — it applies in places well outside the city.
  • New York taxes wage income as well, on a separate bracket schedule.
