How the rate is built
What Arizona actually charges
- The 5.6% is two statutes stacked. A.R.S. § 42-5010(A)(1) sets the retail rate at five percent of the tax base.
- A.R.S. § 42-5010.01 adds the rest: from 1 July 2021 through 30 June 2041 an additional increment "is levied at the rate of six-tenths of one percent" on the same retail classification. Five plus six-tenths is the 5.6% everyone quotes.
- That second piece has an end date written into it. Unless the legislature acts, the statutory rate drops back to 5% on 1 July 2041.
- Arizona calls it a transaction privilege tax, and the distinction is real: the tax is on the business for the privilege of doing business, not on the customer. Passing it on is a business decision, not a legal requirement.
- Cities levy their own transaction privilege tax on top, and Arizona city rates are among the highest municipal rates in the country.
- Arizona also taxes wage income, at a flat 2.5% — with a withholding rate the employee chooses.
